2013 4E CDQ Halibut Fishery

Participation in the BBEDC's Area 4E halibut fishery is limited to verified residents of one of BBEDC 17 communities. Boats used in the fishery must also be owned by CDQ comunity residents, and are limited to 32-feet or less in length. In cases where the fisher does not own the boat to be used, both the fisher and boat owner must have current residency affadavits on file with BBEDC.

Applicants to fish BBEDC 4E halibut must read and agree to the terms of the Part B: Harvest Agreement and initial and date in the space provided on Part A of the application.

Part A: 2013 4E CDQ Halibut Application

Part A of the applications can be filled out and submitted online or printed and faxed, mailed or hand-delivered to BBEDC by April 1, 2012.

Special Provisions:

  1. The 2013 4E CDQ halibut fishery opens at 12:00 a.m. May 1, 2013.

  2. Trip limit is 10,000 pounds. No vessel may harvest more than 10,000 pounds of halibut before returning to port to deliver.

  3. All gear must be removed from the water within 120 hours of bringing the first halibut on board.

  4. Gear Limit: BBEDC-Permitted 4E halibut fishers may use no more than twenty 100-fathom skates of longline gear except in certain areas in and around Togiak Bay north and west of Hagemeister Island. North of a line from Asigyukpak Spit to Tongue Point and north of a line from Tongue Point to the ADF&G marker on the east side of the entrance to Ungalikthluk Bay, no more than 15 skates may be fished.

    Skate Limits

Halibut fishers must maintain a log book of their fishing activities, and record and report any sub-legal (under 32-inch) halibut that are retained for personal use.

Rules governing the fishery are detailed in the Harvest Agreement (Part B of the the 2013 4E halibut application). Fishers must acknowledge that they have read and understand the provisions of the Harvest Agreement by initialing and dating the application in the space provided. Page two of the application is a Relationship Disclosure Form that applicants, and boat owners if applicable, must also complete. Part B, the Harvest Agreement, does not need to be returned to BBEDC.

The deadline for receipt of BBEDC 4E CDQ halibut applications is April 1, 2013.

The deadline for providing BBEDC with legible copies of all required licenses and documents is May 1, 2013.*

 

* IMPORTANT: Fishers are advised to provide all
required documents to BBEDC well in advance of the
May 1, 2013 deadline. Although 4E CDQ halibut fishing opens
May 1, fishers may not set their gear until they have in their possession a Hired Master Permit from BBEDC.

Minimum Requirements for 4E Halibut Fishers:

  1. A 2013 Halibut Permit Card issued by the Alaska Commercial Fisheries Entry Commission (CFEC) ($75 for fishers who landed less than 8,000 pounds in 2010)

    NOTE: BBEDC resident fishers are eligible for CFEC's Reduced Fee Halibut license for $75. If you did not fish halibut in 2012, contact BBEDC before applying for your halibut license so that we can notify the CFEC of your eligibility for the reduced fee license.


  2. A 2013 Vessel License issued by the CFEC ($24 for boats up to 25 feet; $60 for boats 26-32 feet).

  3. A Hired Master Permit issued by the National Marine Fisheries Service on behalf of BBEDC. (Free from BBEDC)

  4. A Halibut Log to record fishing locations, dates, times and catches (Available from BBEDC or the IPHC.)

  5. A sub-legal log of undersize halibut retained for personal use must be delivered to BBEDC within 10 days of the end of fishing (provided by BBEDC).The sublegal report form is available to download here as a PDF or Excel File.

Additional Permits That May Be Required:

  • If you plan to fish beyond the three-mile Nautical Sea line described on NOAA charts, a Federal Fisheries Permit is required (Free from NOAA).

Direct Marketers who sell halibut dockside to the public must also:

  1. Provide evidence of a State of Alaska Catcher-Seller Permit (Free from ADF&G).

  2. Provide evidence of a federal Registered Buyer Permit (free from NOAA).

  3. Register with the State of Laska E-landings web site and provide BBEDC with their E-Landings log-in and password.

Read the Harvest Agreement carefully (Part B of the 4E CDQ Halibut Application). The Harvest Agreement binds you to federal and state halibut regulations and to BBEDC’s requirements for participation in the 4E CDQ halibut fishery, and halibut fishers who violate these reguations and requirements will lose the right to harvest 4E CDQ halibut. When you fully understand and agree to the provisions of the Harvest Agreement, initial and date in the space provided near the bottom of application page (Part A).

Complete the application and required disclosure form(s) and deliver to BBEDC by hand, fax or U.S. Mail. Scanned applications by email are also acceptible. Your application and disclosure form must be received at BBEDC by April 1, 2013. Copies of any other required documents must be received by May 1, 2012. These include legible copies of your 2013 CFEC halibut license and 2013 vessel license issued by the State of Alaska. (See Additional Requirements for Direct Marketers, below).
